Recently was published information about the Liberal Party ties of those involved in tobacco industry campaigns against the Government’s plans to implement ,[link widoczny dla zalogowanych],[link widoczny dla zalogowanych]plain packs of cigarettes by 2012.
For those who are unaware, plain packaging of cigarettes was proposed by the National Preventative Health Taskforce,[link widoczny dla zalogowanych],[link widoczny dla zalogowanych], an organization that is working on lowering smoking rates from the present 16 % to 10 % and less. The health policy analyst,[link widoczny dla zalogowanych],[link widoczny dla zalogowanych], Jennifer Doggett doesn’t think that plain pack will produce the intended effect and propose to test it before.
Nevertheless this is a wrong approach. And namely because of the high levels of dangers caused by the smoking we can’t allow to adopt policies that are not based on evidences. We have to be sure that money we invest into lowering tobacco-related dangers will produce the maximum available benefit and it may only happen if we are sure that policy decisions are based on evidence.
Therefore instead of expending energy into an untested plain packaging strategy the government and opposition should realize an investigation. This should involve a number of selected areas,[link widoczny dla zalogowanych], including capital cities and other regions around the country that would sell only plain packed tobacco products within a definite period. And at the end of this time the level of tobacco sales should be measured and compared.
This research will provide government with evidence it needs to implement a unique packing strategy or allocate resources to a similar danger reduction strategy.
